Kungla describes the fiscal decentralization process in Estonia, its problems and poten-tial
solutions. Examples of new approaches to providing better services include common
provision of services, buying services from other local governments, contracting, join-ing
small local governments together or nonvoluntary amalgamation of local government
units. The author also explores different forms of local taxes in Estonia and
other forms of income.
