This study examines elements of urban development in Hungary and in particular the linkages between the relevant types of local government activities. These activities are (1) urban planning and regulations, (2) local government property management and (3) utilization of municipal service delivery rights and competencies, and (4) local government capital investment. This study begins with an analysis of local rules and practices, then compares this tradition with international practices. Finally, the study focuses on six Hungarian municipalities of different sizes and locations and looks at what methods they used to deal with certain challenges and situations.
