Awareness raising and protection of the rights of local citizens to receive fair and equitable services

Project description: The general goals of the project are to increase the awareness and knowledge of rural people on their socio-economic rights, to provide information aligned to local needs, to contribute poverty reduction in rural Azerbaijan and to stimulate local socio-economic development. These goals will be pursued with the achievement of the following objectives:
First, the project aims to build the capacity of municipalities to provide the intended information services to local people. Under the project the members of four selected municipalities will be trained to assess local needs and provide relevant information services.
Second, local needs for information will be identified and assessed. To assess specific needs in each community and to identify what kind of information required by target groups are necessary since the content of information provided are necessary to be aligned to such needs.
Third, the project aims to enable the sustainability of the service provision. The project pursues the active engagement of local people in using services, the creation of local demands and the increase of the government’s interest towards it. That in turn can provide municipalities with additional source of revenues from potential user charges in the long-run.
Finally, the project expects close and sustainable cooperation between municipalities and RICs. Such cooperation will enhance the operation of the government program and service delivery to local people effectively.
