ELTE-UNESCO MINORITY STUDIES PROGRAM
Established in 1992 as an international two-year post graduate MA program in
sociology, the Ethnic and Minority Studies Program commenced academic
operation in the Fall of 1993. In 1997 the Program was accepted as a member of
the UNESCO Chair Network, which means that it has become an independent
department at the Institute of Sociology, Eotvos Lorand University (Budapest),
under the name of the ELTE-UNESCO Minority Studies Department.
The program aims include the following:
* to provide a systematic study of inter-ethnic relations, minority
problems and processes in post-communist societies within a comparative
perspective;
* to provide background in major trends in economy, politics, society, social
policy, social geography, and social psychology of the countries in transition
from state socialism;
* to train future policy makers or expert advisors in issues and conflicts
between regions, nations, ethnic groups, minorities, and majorities in various
parts of Europe;
* to train future scholars in sociology, socio-cultural anthropology,
political and ethnic studies, and social psychology, particularly those who
intend to carry out research or teach in and/or about East and Central Europe.

The Institute for Ethnic Studies, founded
in 1925 as the Minority Institute, is the oldest European academic institution
specifically devoted to ethnic issues (see Part 4 of the Institute's report on
Slovenia). Today the Institute has a staff of 24. An important part of the
Institute is its INDOC centre, which has five full-time documentalists. The
collection of newspapers, covering seven decades, the historical and current
archives, and the library (about 30,000 books, 600,000 documented units)
represent a unique asset. The Institute’s primary activity is basic and
applied research drawing from several disciplines: ethnology, sociology,
linguistics, philosophy, law, political sciences, and history. Current

The Ethnobarometer Programme is a dedicated network of social scientists
providing independent and research-based reports on levels of racism,
xenophobia and ethnic conflict in selected countries of Central, Eastern and
Western Europe. It aims to monitor events, highlight areas of tension and
identify relevant topics for further research and inquiry. The Programme
serves as a tool for generating scientific information on inter-ethnic

"Minorities at Risk is an independent, university-based research project
that monitors and analyzes the status and conflicts of politically-active
communal groups in the larger countries of the world. The project is designed
to provide information in standardized form that will contribute to the
understanding and peaceful accommodation of conflicts involving communal
groups. Selected project materials on 268 groups are available through this

concerning racism, migration and ethnic relations. The CRER site provides
information on the National Ethnic Minority Data Archive (NEMDA), on its
publications, contains the on/line catalog of the CRER Resources Center. The
CRER Resources Centre houses unique collections of primarily British non-book

A German-Danish independent institution serving as a source of advice on
issues related to ethnic minorities and majorities in a European perspective,
conducting research on and contributing to the improvement of
minority-majority relations in those parts of Europe where ethnic tension and

Institute
for Ethnology and Anthropology of the Russian Academy of Sciences
A Moscow-based, government-controlled institute that has initiated several
projects on ethnic conflict management, early warning, migrations, and
nationalism, for the post-Soviet republics. The site is currently under
construction. At this stage the site contains information concerning the
research project "Monitoring of Ethnicity, Conflicts and Cohesion"
(supported by UNESCO programme "Management of Social
Transformations" (MOST)). Within the project's framework an early warning
model was designed. (project reports, background and potential, the model of
ethnological monitoring and summaries of case studies for several states.) In
early 1990s the Institute of Ethnology and Anthropology set up a wide-range
e-mail early warning network across territory of the FSU and a special
