LGI Roma Public Administration Training Program

First offered in Hungary in 1999 as a pilot project, the Public Administration Summer University and Training Program for Locally Elected Roma Leaders in Hungary has been expanded to Czech Republic and Slovakia

LGI now seeks to expand through new partners in the region.

A program to train elected Roma leadership has been launched by the Local Government and Public Service Reform Initiative (LGI), in cooperation with the Romedia Foundation and the Department of Social Policy and Social Work at ELTE University, Budapest. Geared to enable elected Roma leadership to participate more effectively in local government councils, the program stresses courses on management and finance.

The Summer University Program is accepting applications from elected Roma leaders who have more than three years of experience in local governance for the 1999 summer term. The Program offers courses in local government management, finance, strategy building and case studies. Fifteen participants for courses in Budapest from August 23 to September 3, 1999 will be accepted. Sixty applicants from Hungary have already applied. A comprehensive exam at the end of the course determines which students will receive a Summer University Program certificate.

Capacity-building Training, offered at four regional centers in Hungary between October and December 1999, addresses the practical questions of local government management and finance. The training is strongly practice-oriented to boost the skills of elected Roma leaders with less than two years of experience in public administration. Each regional training session will host a maximum of twenty participants.

All training, accommodation, food and travel costs are covered by the organizers. Professional quality and value guarantee the program's success for participants.

Under the aegis of LGI's Managing Multiethnic Communities Program, this scheme was refined in consideration of interethnic relations in heterogeneous communities. Theoretical and practical training arms and empowers the capacity of locally elected Roma leaders to participate effectively in local decision-making and to represent their community. Issues such as best practices, education, participation and conflict resolution related to the management of multiethnic communities frame the courses.
