The authors argue, that over the period 1990-1992 (?) has been moved quickly to establish a democratic regime and adopted the necessary legal framework for defining the rights and responsibilities of the populatio--ethnic and non-ethnic Estonians.The article examines the legal and political process of defining Russian minority in Estonia after the declaration of its independence. |
